Your On-Prem server may not be able to reach license.jivesbs.com to upload a license file.
In older versions of Jive (e.g. Jive 5.0), the Jive instance would periodically communicate with a server at "licenses.jivesbs.com" to validate the license. This process has been retired, and the above server was shut down in 2020.
