Reproduction Steps

To reproduce the issue, follow the steps mentioned below:

1. Set the local time to PST (Pacific Standard Time).
2. Create and publish a blog post at or after 8 PM PST.
3. Check URL for the blog post; it will be for the next day.

Information

This occurs because the timestamp for the post is based on GMT, and not the local timezone. It is, therefore, the next day in that timezone, and it is expected behavior for the date within the URL to be generated based on GMT.
