When content is created with a tag, it does not show in the super list tile of a different group, even though the correct tag is applied to the document.

When the super list is created from the content page, the location of the content page makes a difference.

A Super List can be generated from the communities content which will browse all groups/spaces from within a specific space or group.
For instance:
https://<Jive Instance URL>/content?filterID=all~tag%5Bselectedtag%5Dselectedtag%5D

This would display all content within the community (that is accessible by the viewer) with the tag selectedtag.

On https://<Jive Instance URL>/groups/tagged-content/content?query=apex&filterID=contentstatus%5Bpublished%5D~tag%5Bselectedtag%5D

This would only display content in the group tagged-content with the tag selectedtag.

Creating the super list from different locations can change what content will appear in the super list in the future when new content is created.
